Panning is a photographic technique where the camera, set at a slow shutter speed, moves or pans along with a moving subject, here the MS Bike bicyclists. A successful panned photo is one where the subject is in focus and appears "frozen" while the background and foreground appear to be in motion due to the camera movement.
